Policy Co-Leads (Volunteer)
Location: Kosovo (Remote) | Time Commitment: 5–10 hours/week Open Positions: 2 Co-Leads (1 Female/Diverse & 1 Male/Diverse)
About Volt
Volt stands for a united and federal Europe, where everyone has equal opportunities to fulfil their unique potential. We strive to achieve the highest human, environmental, social, and technological development together. We are a pan-European political movement with 300+ elected representatives across Europe, including 5 members of the European Parliament, over 30,000+ members and hundreds of volunteers who work hard to make our vision a reality.
Volt is an inclusive movement that wants to provide space for everyone to thrive. We believe the power of diversity achieves better results for our society at large. We can only be the inclusive political movement we aspire to be, if we represent different voices and perspectives in our society. Your skin colour, gender identity, disabilities, sexual orientation or religious belief do not matter. You are welcome in our organisation, and we want to work together with you to create a better Europe for everyone.
The Role
Are you a strategic thinker with a vision for Kosovo’s future in Europe? Do you want to shape the political program of a new movement from the ground up?
Volt Kosova is looking for two experienced, proactive Policy Co-Leads to build the intellectual backbone of our movement. We are not just a local party; we are part of a massive European network. You will be the architect of our domestic program and our primary diplomat within the Volt Europa network.
This is not an entry-level role. We are looking for autonomous individuals who understand the political landscape, can manage a team, and are ready to lead without needing constant supervision.
What You will do
You will define what we stand for and advocate for it across Europe.
Build & Lead the Team: You will not write every policy alone. Your primary goal is to recruit, structure, and lead a team of policy enthusiasts and experts. You will manage their workflow and help them grow into their roles.
Draft the Political Program: You will oversee the creation of Volt Kosova’s first comprehensive Policy Program. You will analyze Volt Europa’s "Mapping of Policies" and adapt them to fit the specific needs and reality of the Kosovar context.
Advocate for Recognition: You will lead a critical strategic mission: pushing Volt’s policy on the recognition of Kosovo internally within the pan-European organization. Your goal is to ensure this priority reaches our elected officials in the European Parliament.
Internal Representation: You will represent Volt Kosova in pan-European policy calls and working groups. You will be the bridge that ensures Kosovo’s voice is heard in Brussels and beyond.
Strategic Alignment: You will work closely with the Communications Team to ensure our complex policy ideas are translated into clear, understandable messages for the public.
Who We Are Looking For
We are looking for Co-Leads who can combine political analysis with team leadership.
Must-Haves:
Autonomy & Maturity: You have professional experience working independently. You can take a broad objective (like "write a program") and break it down into actionable steps.
Relevant Background: You have a background or strong experience in Policy, Political Science, Law, Economics, or significant experience in Project/People Management with a strong interest in politics.
Leadership Skills: You know how to delegate, motivate volunteers, and build a team culture remotely.
Language Skills: You are fluent in both Albanian and English (written and spoken). English is critical for your work with Volt Europa.
Location: You are physically based in Kosovo.
Digital Proficiency: We run on Google Workspace (Drive, Docs, Meet). You must be comfortable working in a fully remote, cloud-based environment.
Bonus Points:
Fluency in any other European language (German, French, Italian, etc.).
Experience in advocacy or drafting legal/political documents.
